Résumé : The Escherichia Coli bacterial extract (OM-89) is used in the treatment of rheumatoid arthritis (RA). We evaluated the immunological changes induced by oral administration of OM-89 in 12 RA patients (polyclonal T cell reactivity to PHA, T cell precursor frequencies specific for OM-89 and Tetanus toxoid (TT), a control antigen and the release of Th1 (IFN-gamma, TNF-alpha), Th2 (IL-4) and T regulatory 1 cell (Tr1) (IL-10) cytokines in the supernatants of PBMC cultures. Stimulation index in response to PHA decreased at month 3 as well as T cell precursor frequencies specific for TT with similar trends for OM-89-specific T cell precursor frequencies. OM-89 induced a strong production of IL-10, a significant decrease in IL-4 production while TNF-alpha and IFN-gamma production tended to decrease during the study. Our results suggest that OM-89 has immunomodulatory properties by inducing changes in PBMC cytokines release suggestive of an induced Tr1 response to OM-89.

Résumé : The local corrosion rate of galvanised steel under a thin electrolyte layer comprising chloride and sulphate ions has been investigated. Localised measurements were achieved through the controlled deposition of an electrolytic droplet onto the surface of the sample, into which reference and counter electrodes were inserted to form an electrochemical microcell. The maximal height of the deposited droplet varied between 400 μm and 1100 μm, with a total diameter between 1.34 and 3.35 mm, respectively. Electrochemical polarization curves as well as electrochemical impedance spectroscopy data were recorded on the galvanised steel sample exposed to the electrolytic droplet to determine the local corrosion rate. Corrosion rates were greatly accelerated under electrolyte layers of thicknesses smaller than 800 μm. This increase in corrosion rate is a result of the decrease of the diffusion layer thickness leading to an enhanced rate of oxygen reduction. The corrosion rate of galvanised steel did not alter significantly for electrolytic droplets higher than 800 μm.

Résumé : OBJECTIVE: To determine the effects over one year of contacting patients by telephone one month or three months after being discharged from an emergency department for deliberate self poisoning compared with usual treatment. DESIGN: Multicentre, randomised controlled trial. SETTING: 13 emergency departments in the north of France. PARTICIPANTS: 605 people discharged from an emergency department after attempted suicide by deliberate self poisoning. INTERVENTION: The intervention consisted of contacting patients by telephone at one month or three months after discharge from an emergency department for attempted suicide to evaluate the success of recommended treatment or to adjust treatment. Control patients received treatment as usual, in most cases referral back to their general practitioner. MAIN OUTCOME MEASURES: The primary outcome measures were proportion of participants who reattempted suicide, number of deaths by suicide, and losses to follow-up at 13 months' follow-up. Secondary outcome measures were types and number of contacts with health care. RESULTS: On an intention to treat basis, the three groups did not differ significantly for further suicide attempts, deaths by suicide, or losses to follow-up: contact at one month (intervention 23% (34/147) v controls 30% (93/312), difference 7%, 95% confidence interval - 2% to 15%), three months (25% (36/146) v 30%, difference 5%, - 4% to 14%). Participants contacted at one month were less likely at follow-up to report having reattempted suicide (12% v 22% in control group, difference 10%, 2% to 18%). CONCLUSION: Contacting people by telephone one month after being discharged from an emergency department for deliberate self poisoning may help reduce the number of reattempted suicides over one year.

Résumé : We describe a project for the installation of a visible focal instrument at the CHARA Array, named VEGA for Visible spEctroGraph and polArimeter. This new instrument will further open the visible domain and offer both spectral and polarimetric capabilities at the CHARA Array. It will create a new and unique scientific niche for the CHARA Array, especially in the context of international competition. The combination of the visible domain and high spectral resolution mode combined with a good sensitivity will allow VEGA/CHARA to carve out a new piece of observational phase space and compliment many existing or planned near-infrared interferometers. VEGA will help make CHARA the interferometer with the largest spectral and spatial resolution worldwide.

Résumé : Ultrasound experts, who are few and not always on hand when needed, have now the tool and the possibility to examine patients from a distance, and thus perform a complete diagnosis without being in the same geographical position with the patient. This is possible thanks to a telemedicine system aiming to provide the possibility to examine a remote patient using a tele-operated controlled robot. In the frame of this project, different validations have been performed to show the technical performances of the teleoperated chain and the repercussions on the clinical aspect. The clinical validation is the crucial part for the validation of the overall concept of tele-echography. Thus, various specialities were investigated all throughout the project life, with the participation of different medical experts from several countries, namely France, Spain and Cyprus.

Résumé : Since the 70's decision making is understood as the issue of a pro- cess. Among some complementary approaches the search for a dominance struc- ture (Montgomery, 1983) has been implemented, under the name of the Moving Basis Heuristic, mbh, (Barth¶elemy and Mullet, 1986). The mbh allows to compute the ̄nal states of a decision process and to extract some possible decision rules. In a ̄rst part we review some evidence about decision making as information processing and describe the mbh. In the second we shall discuss induced tools of rules extraction. Last we discuss about the updating a rules base. The ̄rst part will be anchored within cognitive psychology. The two others will refer to real practical applications (banking, industrial process control)

Résumé : Les réformes du cadre légal de la régulation foncière et les programmes de certification des droits fonciers sont désormais constitutives de la doxa en matière de politique publique en milieu rural. En même temps, elles font partie intégrante des dynamiques et de la gouvernance foncière locale et régionale. C’est cet angle d’attaque – les politiques foncières « par le bas » - qui sera privilégié dans cette communication, dans la mesure où les processus d’appropriation sélective et de ré-interprétation des interventions observables à ces échelons contribuent fortement à l’infléchissement, voire à la « production locale » des politiques publiques. C’est entre autres à ce niveau que les programmes de certification foncière – leurs prémisses théoriques, leur traduction institutionnelle et leur mode opératoire – peuvent être analysés. Pourtant, si la déconnexion entre sécurisation foncière et titres de propriétés semble désormais admise, les modalités de mise en œuvre et les incidences concrètes des politiques mises en œuvre depuis une quinzaine d’années sont insuffisamment étudiées. Or un certain nombre de constats importants émergent des analyses des opérations foncières comme « dispositif de traduction » qui seront développées dans cette contribution (Programme de certification foncière dans le domaine ejidal et PROCEDE, au Mexique, Plans fonciers ruraux en Afrique de l’Ouest, programmes de titularisation au Pérou et au Vietnam). (1) Les processus de réforme et d’enregistrement des droits fonciers doivent être analysés en référence aux enjeux de reproduction des systèmes politiques dans les pays du Sud, où la politique foncière constitue un mode de régulation central des dispositifs de gouvernance et des formes de représentation et de légitimation de l’Etat. (2) Les opérations de certification reposent sur un dispositif technique, un discours participatif et des catégorisations – des droits, des personnes – dont la neutralité n’est qu’apparente. La revendication du caractère purement technique de l’intervention s’appuie sur une méconnaissance – un refus de reconnaissance – bien peu « neutre » des rapports de pouvoir. (3) L’intervention publique tend à alimenter le pluralisme institutionnel au lieu de le réduire, en créant de nouveaux dispositifs fonciers, en s’appuyant sur des instances intermédiaires et du fait du jeu des administrations agraires chargées de la mise en œuvre des programmes ; de ce fait, alors qu’elle est conçue comme un dispositif de résolution des conflits, elle est souvent génératrice de disputes.
